When people talk of moving operations to another (cheaper) country, or using staff from another country, they invariably talk of India. But there are other countries where the cost of living is much lower. Which countries are they, and they also viable options?

Pakistan and Bangladesh can become viable options in 10 years, but not today. Yes, there are countries that have lower per capita income than India, but ... they are not necessarily politically stable. Also they don't have good infrastructure. India is a pretty stable country. Though India's infrastructure can improve 200%, you can accommodate.

OK... my next question... let's supposed I settled on finding people in India... what would you say is the best way to go about finding people to work with there?

The best way to find people is to actually meet people face to face, but that's not an option for everyone. So, let's just say that you find people online. I feel like I'm promoting myself, but contacting someone in India and let him/her find people for you; this is a good way to find people. You can try finding people online all by yourself, but 1. You can contact only a small percentage of Indian people that way, and consequently 2. You probably cannot find best people in terms of cost and skills. If you still want to find people just online and you don't want to use anyone in India, then I find it critical to check education background for variety of reasons.
